County Votes to Secede from California

Tired of what they feel is overregulation and lack of interest from the southern counties of California, Siskiyou County has voted to secede from California.  Even though the county has made their desire to severe ties with California very clear, whether or not the new state of Jefferson is another matter entirely given that it has to be approved by state legislators.  The partitioning of states into seperate entities isn't exactly unprecedented, West Virginia was partitioned from Virginia during the Civil War, but to my knowledge this has never been done via legislative methods.
